Poemifesto [ Part 4 ]
Agendas become agencies. The anti-drug agenda became the DEA. The agendas are either for more or less new rules. The rules need to be enforced. The rules give birth to agencies to enforce the new rules. The rules themselves have now become agencies. The agency now has a game of its own. The game of agency is how to secure funding when there is no need for it anymore. If the agency wins the game, and punishes the strategy which breaks the rule into nothingness, society would have no more need of the agency, and thus there would be no more funding for it. Since the name of the game is securing funding, the agency plays merely to keep the ball in play. A predator of a predator corralling its prey. Ensuring its continuous survival.
